Eric Adams, Jessie Tisch and the NyPD do it

The NYPD website Lists a first assistant commissioner and a dozen other deputies, for a total of 13, almost double the seven authorized by the Charter.

Perhaps there is a kind of bogus distinction between “named” deputies (capped at seven) and “designated” deputies (with an authorized unlimited number). Or maybe just the inflation of the title for people who can be assistant commissioners. Or maybe the charter must be modified. But in any case, the Charter, which is supreme of any law, regulations or local rule, must be respected and it says that seven and seven are seven, not 13.
